Senior Financial Analyst - Contract Reconciliation

Job Title: Sr. Financial Analyst - Contract Reconciliation

Job Description:

Successful candidate must possess knowledge of DoD FM Regulations, Budget Guidance and Procedures, Budget Management Policies for Operations, Appropriations, and GAO Fiscal Principles for Federal Appropriation Laws. Successful candidate is flexible, self-directed and able to critically think. Effective written and verbal communications are required in order to coordinate financial status with Financial Managers, Program Managers, Procuring Contract Officers/Buyers, DFAS, and vendors.

Must have the ability and skills to support a wide range of financial management activities, including being able to:

Support contract reconciliation by independently demonstrate proficiency in researching Unliquidated Obligation (ULO) and Negative Unliquidated Obligation (NULO) balances which remain on contracts and take action to resolve them.

Shall be able to monitor and update changes in obligations, expenditures and ULOs.

Assist Government Financial Managers and Contract managers and DFAS accountants in reconciling millions of dollars in cancelled/ cancelling/ expired/expiring funding on contracts.

Coordinate financial status with Financial Managers, Procuring Contracting Officers (PCOs)/buyer.

Interface with Prime/Sub-Contractors to create reconciliation packages; with detailed Contract Line Item Number (CLIN)-to- Accounting Classification Reference Number issues with DFAS and/or the prime contractor to closeout contracts up to 30 years old with more than 10 sources of funding, including FMS direct funded sales that may share contracts and complex FMS cost sharing formulas when applicable to the contract being worked.

Independently demonstrate proficiency in verifying the accuracy of all data inputs from the financial systems against the government contract and F-16 prime/sub- contractor documentation and, effectively, verbally and in writing, communicate issues to DFAS and contractors and follow-up to ensure corrective action is made.

Use MS Office applications (Word, PowerPoint, SharePoint, and Excel) and CCAR, CRIS, SDW, FMSuite, General Accounting Finance System (BQ) and MOCAS.

Required Skills/Education:

Shall have 18 or more years of experience with DoD acquisition FM, accounting or contracting processes and possess a Bachelorís degree. Substitutions for experience and education are permitted. A Masterís degree may substitute for 8 years of relevant work, or 22 total years of experience with a high school degree may substitute for a Bachelorís degree.
