Senior Supply Chain and Procurement Manager

Candidate will be the Sumaria lead supporting the prime contractor team of the Raytheon-GDIT JV (DBA Range Generation Next LLC of Dulles, Virginia) for the U.S. Army’s Space and Missile Defense Command/ U.S. Army’s Forces Strategic Command’s Ronald Reagan Ballistic Missile Defense Test (USASMDC/ARSTRAT RTS), requirement for Reagan Test Site (RTS) Engineering and Technical Services (RETS).

This contract provides support to the Kwajalein Range (including downrange locations. This position requires supply chain and logistics experience to include supplier management, purchasing, and use of electronic commerce. It will require integration in the contractor RGNext team to provide logistics support for these complex ranges.

Items to be procured for the range support include replacement and upgrades for RTS instrumentation, tracking systems, surveillance Radars, telemetry/optical systems, radar systems, components for these systems, services, and commodities. Commodities range from office supplies to repair parts for specialized systems.

• Over sees buyers and participates in the procurement of materials, components, supplies, and services for Army launch and test range activities in support of the contractor’s program office logistic requirements.
• Responsible for overseeing and managing logistics and procurement activities in support of the JV Contractors support to launch and test range activities.
• Assists the JV Contractor Team by establishing the supply chain and procurement management tracking system for the Project Planning and execution.
• Ensures price, value and consistent quality of required items as well as required delivery dates are met. Ensures procurements meet Federal Acquisition Regulation (FAR) and DFAR guidelines.
• Responsible for maintaining liaison with the JV Program Office to develop and maintain procedures to ensure compliance with Project Procurement Requirements to support launch and test range activities, maintenance and construction.
• Responsible for producing required reports of Procurement Status for all test range activities and locations. Highlights problem areas and initiates actions to resolve them.
• Monitors performance of suppliers and evaluates supplier's performance to ensure deliverables and inventory is maintained to support launch and test range logistics requirements.
• Responsible for receiving and reviewing sites’ purchase requisitions, sourcing them for best value supplies and placing orders for goods and services to meet procurement requirements.
• Establishes and manages supplier relationships.
• Assists user activities of the JV Team with procurement specification to ensure compliance with the overall project requirements and AF requirements.

Education: B.A. or B.S. degree or 15 years of equivalent experience in a related field

Experience: Should have 15 years’ experience in supply chain or related activities
