Job Description:

The Program Manager is responsible for the successful execution of projects and programs within the division and to positively contribute to the overall achievement of the annual financial operating plan. Successful execution entails ensuring that contractual requirements are met within established cost and schedule targets, customer satisfaction is achieved, a quality product is delivered and profitable growth opportunities are identified and pursued in assigned areas. This position is responsible for execution of US Government or internal development and/or production programs with emphasis on schedule development/management, risk and critical path analysis.

Prior experience in managing Government contracts and/or defense programs is required.

Responsibilities include but are not limited to the following:

  •  Having primary responsibility and accountability for managing cost, schedule and contractual requirements for assigned program/programs. Serving as the primary point of contact with the customer to provide overall leadership to the program team, resolve problems, identify and pursue growth/follow-on business strategies, communicate issues to the customer and management in a timely manner while providing recommended courses of action/solutions.
  • Creating and managing programs plans that clearly establish baseline cost and schedule targets and achieve all contractual, performance and quality commitments. Clearly articulating cost and schedule goals to the team and regularly monitoring progress against the baseline to include earned value analysis where appropriate.

  • Negotiating and coordinating manpower, schedule and budgets with other functional managers as necessary to accomplish program objectives. Contributing to program management process improvement.

  • Establish clear ownership for integration tasks, ensure that team members have the tools needed, and provide timely feedback.

  • Coordinate and facilitate delivery of integration project objectives and activities associated with engineering, architecture, configuration management, test, help desk and operations. Knowledge of data center network operations along with cloud migration and cloud operations. Knowledge and experience with NIST Risk Management Framework (RMF) assessments and experience with implementation of DOD 8570 compliance and IA Workforce Requirements and Certifications.

  • Track progress and review tasks to make certain deadlines are met appropriately.

  • Conduct regular status meetings with integration team, keeping the stakeholder’s needs and requirements continuously in view and briefed. Work collaboratively with Operations, Development and Support staff to maintain thorough knowledge of capabilities, and to ensure that all communications between the integration team and customers/stakeholders are effectively communicated.

  • Works with business development team in reviewing requirements on potential new work and supporting the proposal process as needed.

 A qualified candidate must have:

  • Ability to understand job duties and responsibilities, have necessary job, technical, financial and equipment skills/knowledge and keep current with new developments. Must be able to research, analyze data and prepare reports. Strong knowledge of computer applications.
  • Business skills, financial acumen and business knowledge required. Complete understanding and current knowledge of industry practices. Ability to handle pressure and represent the company in a positive manner.

  • Significant recent experience managing production and production transition programs involving the build, integration, and test of major systems. Significant experience in assignments directly correlated to responsibilities identified above.

  • Skilled in managing a fair work load and obtaining results, taking on additional responsibility, managing priorities and developing work procedures. Must be accomplished at targeting and achieving results, goal setting, prioritizing tasks, overcoming obstacles, establishing team standards and responsibilities and creating a results-focused environment.

  • Proficient in accuracy and attention to detail, commitment to quality standards, making continuous improvements, measuring and monitoring quality levels, owning and acting on quality problems. Knowledge of appropriate software applications and effectively use specialty software.

Required Skills/Education:

  • Active DoD Secret Security Clearance
  • Bachelor’s degree (Master’s Preferred) in Electrical Engineering, Computer Science or an appropriate Physical Science 
  • At least 20 years’ experience or equivalent combination of education and experience.
  • PMP or minimum of Level 3 Acquisition Certification in Information Technology or minimum of  Level 2 Acquisition Certification in Program Management.
