Flight Manual Management Support

Provide logistics support for flight manual development and sustainment.

Assist the Government in their function of serving as UAS Flight Manual Manager (FMM) fulfilling the requirements of TO 00-5-1 and TO 00-5-3.

Provide advisory assistance to the Government in evaluating the AF Form 847 requests to change technical data to ensure technical accuracy and adequacy. The Contractor shall identify potential issues and make recommendations for Government consideration.

Provide advisory and coordination support with SMEs and engineers to ensure technical accuracy and adequacy of technical order requirements and proposed content.

Provide advisory assistance to the Government in their function of reviewing all proposed changes to technical data for style and format consistent with appropriate military standards. The Contractor shall identify potential issues and make recommendations for Government consideration.

Provide advisory and draft documentation assistance to the Government for efforts relating to the approval and submittal of technical data change requests to the OEM for action.

Provide advisory assistance to the Government in their function of coordinating and managing 35%, 75%, and in-process technical data reviews with the OEM, PO and lead command.

Provide advisory assistance to the Government in their function of reviewing and assessing proposed technical order content for readiness for validation and verification. The Contractor shall identify potential issues and make recommendations for Government consideration.

Provide advisory assistance to the Government in their function of coordinating certification/verification events with lead command. The Contractor shall provide on-site support.

Provide advisory support by performing pre-publication reviews on all technical order content prior to fielding. The Contractor shall identify potential issues and make recommendations for Government consideration.

Provide advisory and draft documentation assistance to the Government by supporting the development and publication of interim safety supplements or emergency TCTO when urgency does not allow coordination with the OEM.

Provide logistics support for sustaining/systems engineering and technical data management/TOs supporting both flight and maintenance TOs.

Assist the Government by providing advisory and draft documentation support for scheduling, organizing and facilitating technical manual review conferences annually as required by USAF standards.

Assist the Government in verifying the accuracy and technical content of preliminary TOs IAW TO 00-5-1 and TO 00-5-3.

Assist the Government in preparing draft Publication Change Requests (PCR) as required for updates to the flight and weapons delivery manuals.

Assist the Government by reviewing AF Form 847s (Flight Operation Change Requests) developed by USAF operational units for incorporation. The Contractor shall recommend AF Form 847s that appear complete and/or identify issues/concerns for Government consideration.

Assist the Government by coordinating with the TO development Contractor in the incorporation of Government-approved PCR.

Assist the Government by coordinating with the TO development Contractor in the drafting and preliminary scheduling of quarterly TO updates for government consideration.

Assist the Government by coordinating with the TO development Contractor in the development, scheduling and release of Government-approved interim operational supplements and rapid action changes.

Assist the Government by providing support to the AFLCMC/WII Technical Order Management Agent (TOMA) for the reproduction and distribution of aircraft TOs.

Assist the Government by performing QA reviews of TOs. The Contractor shall identify potential issues/concerns for Government consideration, to ensure USAF Standards are met.

Assist the Government in ensuring adherence to specifications, as well as adequacy and accuracy of technical and procedural data by identifying issues/concerns for Government consideration.

Assist the Government in facilitating in-process reviews to ensure TO development adheres to contractual and TO specification requirements.

Assist the Government in the development of schedule and conduct of procedural verifications with using command personnel to ensure procedures are adequate and accurate for field use.

Assist the Government and TOMA in providing support to ensure adherence to MIL-PRF-7700 USAF flight manuals requirement.

Assist the Government by providing advisory assistance for the review of SOWs and proposals to ensure that USAF flight manual requirements are met by proposed contract(s).
