Senior FMS Security Management Support

Location:

Oversees multiple program protection aspects of Foreign Military Sales (FMS) as a member of several Integrated Product Teams (IPTs) within the Intelligence Surveillance and Reconnaissance (ISR) Sensor's portfolio. Validates strict compliance with numerous DoD regulations, security procedures and processes, to safeguard sensitive information and technology vital to international defense transactions. Plays a central role in assessing risk on releasability of components and coordination with internal and external stakeholders.

The employee in this position will:

  • Analyze broad system technical protection issues common across all ISR Sensors FMS programs.
  • Assist with the pre-acquisition definition and capabilities integration of requirements, acquisition principles, policies and procedures to the procurement of Air Force systems, System of Systems (SoS) and Families of Systems (FoS), subsystems, and equipment supporting FMS.
  • Apply integration, communication, coordination, organizational, and planning expertise to technical and acquisition efforts across a broad spectrum of functional disciplines in order to effectively assist in the implementation of program direction.
  • Perform a wide range of program security management activities to include, but not limited to: assist in conducting analyses including evaluation and validation; assist in the development of pre- and post-award documentation; assist in developing and integrating RMPs and strategies and supporting program briefings; assist in determining program progress and effectively communicate recommendations orally and in writing to higher organizational management.
  • Arrange and support various Integrated Product Team (IPT) actions to include, but not limited to: provide a wide range of security management support programs; integrate flexible, cost-effective, and threat-based security processes, plans and procedures to protect each critical weapon system during its FMS case lifecycle, from pre-LOA through the final phases of the program in coordination with Government security and engineering functionals.
  • Assist with the development of security requirements into LOA, Delegation of Disclosure Authority Letter (DDL) and contractual commitments and administratively assist with the coordination of DD Form 254, DoD Contract Security Classification Specification.
  • Recommend program protection and system security input for Statements of Objectives (SOOs), PWSs, RFPs, and CDRLs for assigned programs.
  • Guide identifying Critical Program Information (CPI), assessing program threats, analyzing system vulnerabilities and recommending alternative cost-effective security countermeasures that meet security objectives within the overall system design and program strategy, and prepare CPI determination and initial/final Anti Tamper (AT) plan documentation.
  • Assist in the integration of US export and technology control laws, DoD/Air Force policy and instructions, and other applicable guidance into CPI/AT FMS Case protection planning.
  • Transition DoD and Air Force policy to “design to” and “test to” specifications, and System Security Engineering (SSE) requirements into functional requirements.
  • Act as program protection advisor to the System Security Working Group (SSWG), or other security-related IPTs, for the preparation of FMS case protection standards.
  • Shall review program threats and conduct vulnerability analyses to define security functional requirements for effectively securing systems.
  • Review conceptual studies, program reports, system data and other pertinent source documentation which might aid in establishing basic system security requirements.
  • Continuously analyze the adequacy of the FMS case Contractor’s system security planning and physical security standards and report on discrete areas of concern.

Required Skills/Education:

-The position requires a Bachelor's degree and 15 years of experience, or a Master's degree and 12 years of experience.

- Minimum of 5 years experience in the DoD.
